What Is Humanitarian Assistance? Definition, NGOs and World Humanitarian Day 2025

Humanitarian assistance is aid that saves lives and eases suffering in a crisis. A plain definition, plus NGOs, World Humanitarian Day 2025 and World NGO Day.

Humanitarian assistance is aid that seeks to save lives and alleviate the suffering of people affected by a crisis, such as a war, an earthquake, a flood or a famine. That is the definition used by the UN's humanitarian office, OCHA, which adds that it must be given according to the principles of humanity, impartiality and neutrality.

World Humanitarian Day, held every year on 19 August, honors the people who deliver that aid. In 2025 its theme was #ActForHumanity. This guide defines the main terms, explains who provides humanitarian assistance, and gives the dates and background of World Humanitarian Day and World NGO Day.

The definition of humanitarian assistance

The ReliefWeb Glossary of Humanitarian Terms, which draws on OCHA's wording, defines humanitarian assistance as aid that seeks to save lives and alleviate suffering of a crisis-affected population. A group of donor governments known as the Good Humanitarian Donorship initiative describes the aims of humanitarian action more fully: to save lives, alleviate suffering and maintain human dignity during and after man-made crises and natural disasters, and to prevent and prepare for such situations.

Two things set humanitarian assistance apart from other aid. It is driven by need and not by politics, and it is focused on survival and dignity in an emergency, not on long-term economic development.

In practice it covers food, clean water and sanitation, health care, shelter, protection for people at risk, and emergency education for children.

What does humanitarian mean? The four principles

In everyday speech, humanitarian means concerned with reducing human suffering. In aid work the word has a more exact meaning, tied to four principles. OCHA sets them out as follows:

The first three were endorsed by the UN General Assembly in resolution 46/182 in 1991, and independence was added in resolution 58/114 in 2004. The principles are practical as well as ethical: aid workers can only reach people on every side of a conflict if all sides accept that they are there to help civilians and nothing else.

  • Humanity: human suffering must be addressed wherever it is found.
  • Neutrality: humanitarian actors must not take sides in hostilities.
  • Impartiality: aid is given on the basis of need alone, with the most urgent cases first and no discrimination.
  • Independence: humanitarian action must be autonomous from political, economic or military objectives.

Humanitarian relief definition: relief, assistance and aid

The terms overlap, and people often use them interchangeably. Where a distinction is made, relief is the narrowest. The ReliefWeb glossary, citing the UN refugee agency, defines relief as the immediate survival assistance to the victims of crisis and violent conflict, usually started at short notice and over a short period, with the main purpose of saving lives.

Humanitarian assistance is broader and can last for years in a long crisis. Humanitarian action is broader again, covering protection and advocacy as well as material aid. Humanitarian aid is the everyday term for all of it.

Humanitarian needs: how they are measured

Humanitarian needs are what people must have to survive and live in basic dignity during a crisis and cannot get for themselves. Each year the UN and its partners assess needs country by country and publish a combined appeal, the Global Humanitarian Overview.

The 2026 overview, launched on 8 December 2025, estimated that around a quarter of a billion people needed urgent humanitarian assistance. Its most urgent, prioritized plan asked for $23 billion to reach 87 million people. At the launch, UN relief chief Tom Fletcher said funding for the previous appeal had fallen to its lowest level in a decade.

The gap between the number of people in need and the number that aid agencies plan to reach is the clearest sign of how far funding falls short.

Who provides it: non-governmental organizations and others

Humanitarian assistance is delivered by a mix of UN agencies, the Red Cross and Red Crescent movement, governments and non-governmental organizations, or NGOs. The ReliefWeb glossary defines an NGO as an organized entity that is functionally independent of, and does not represent, a government or state, and notes that the term is normally applied to organizations devoted to humanitarian and human rights causes.

NGOs range from large international agencies working in dozens of countries to small local groups serving one town. Local and national organizations and their staff carry much of the work and much of the risk: according to the World Humanitarian Day campaign, most of the humanitarians killed in 2024 were national staff helping their own communities.

World Humanitarian Day 2025: date, theme and history

World Humanitarian Day is observed on 19 August every year. The date marks the bombing of the Canal Hotel in Baghdad on 19 August 2003, which killed 22 humanitarian workers, including the UN Special Representative for Iraq, Sergio Vieira de Mello. Five years later the UN General Assembly adopted resolution 63/139, which designated 19 August as World Humanitarian Day. The campaign is run each year by OCHA.

The World Humanitarian Day 2025 theme was #ActForHumanity. The campaign reported that 383 humanitarians were killed in 2024, and called on those with power and influence to enforce the protections for civilians and aid workers that already exist in international humanitarian law, and to hold violators to account.

World Humanitarian Day 2026, on 19 August 2026, continued the #ActForHumanity call with the message: "The time for concern is over. The time for consequence is now."

World NGO Day: date and background

World NGO Day falls on 27 February each year. It recognizes the work of non-governmental organizations and the people who staff and volunteer for them.

According to Latvia's parliament, the Saeima, the idea began in Latvia in 2009 with Mārcis Liors Skadmanis and the organization Civic Alliance Latvia. It was recognized by 12 countries at the Baltic Sea NGO Forum in Vilnius, Lithuania, in 2010, and the first official opening event was held in Helsinki on 27 February 2014, hosted by Finland's Ministry of Foreign Affairs.

Unlike World Humanitarian Day, World NGO Day does not appear on the United Nations' list of international days. It is an observance kept by NGOs themselves and recognized officially in some countries; Latvia's parliament added it to the country's list of official days in 2025.

Humanitarian assistance in Gaza

Gaza shows what the definitions mean in practice. UN OCHA reported on 4 September 2026 that most of Gaza's 2.1 million people were approaching the rainy season in overcrowded displacement sites, that aid partners were providing monthly food assistance to more than 880,000 people and preparing 726,000 meals a day through 98 kitchens, and that 91% of assessed households faced moderate to high water insecurity.

Fight for Palestine is a small part of that wider effort. We fund food, clean water, medical aid and shelter through local partner teams. Our Gaza humanitarian aid page explains what is needed and how aid gets in, and you can give through the Emergency Gaza Appeal or the donate page. If you cannot give, see how to help Gaza without money.
